Information on Upcoming Board of Education Infrastructure Referendum Question
October 21, 2026
To our Middletown Public Schools Families,
All Middletown Public Schools will be closed on Election Day, Tuesday, November 3, 2026, as many of our school buildings are used as polling places throughout the city. On Election Day, Middletown voters will have the opportunity to vote on a referendum concerning the Middletown Public Schools Capital Projects request.
The following concise explanatory text has been prepared and approved by the Town Clerk pursuant to Sec. 9-369b(a) of the Connecticut General Statute and is intended to not advocate either the approval or disapproval of the referendum question. This question was approved by the Common Council on August 20, 2026, for submission to the electors of the City of Middletown for approval or disapproval by referendum vote to be held in conjunction with the general election on November 3, 2026. This explanatory text will be furnished to each applicant for an absentee ballot and will be made available for public distribution and at the polling places. The full text of the appropriation and bonding ordinance, as approved by the Common Council, is on the City website at www.middletownct.gov and on file available for public inspection at the Office of the City and Town Clerk, City Hall, 245 Dekoven Drive, Room 110, Middletown, CT 06457 during the City’s regular business hours.
The ballot label for the question will read as follows:
“Shall the $30,426,000 appropriation and bond authorization for the Middletown Public Schools Districtwide Infrastructure Project be approved? Yes___ No___”
The City of Middletown (the ”City”) wishes to pursue the Middletown Public Schools Districtwide Infrastructure project in the City consisting of the planning, design, demolition, and construction related to roof replacements, air conditioning and climate stabilization, building management systems, central plant utilities and security upgrades at various public schools throughout the City, as well as, engineering fees, contract administration costs, environmental costs, contingencies, consultants, testing, legal, administrative and financing costs related thereto. Said appropriation shall be inclusive of state and federal grants and any other revenues that may be applied to the project in aide thereof. The total estimated cost of the project is $30,426,000, approximately sixty-seven percent (67%) of which is expected to be paid with grants from the State of Connecticut, and the project’s expected useful life is in excess of twenty (20) years.
Polls will be open on Tuesday, November 3, 2026, from 6 a.m. to 8 p.m.
Sincerely,
Middletown Public Schools
